Florida runs a product directory or registry: only nicotine products on the state-approved list may be sold, which in practice removes most disposables. A registry is an allowlist, not a blocklist. What this means for your store

If you sell vapes or e-liquid, you cannot ship to Florida unless the product is on the state registry. You must refuse orders from Florida addresses or route them to a supplier who holds the registration. Existing customers in Florida cannot continue buying from you unless they bought a product already listed. The risk is shipping an unregistered product into a restricted state: payment processors flag this as high-risk underwriting, and evidence of state law violations is grounds for account termination. You do not have the right to sell in Florida just because you sell in other states. The manufacturer bears the burden of listing; you bear the burden of knowing what is listed.

The control that actually enforces it

You control this at the shipping profile level in Shopify. Create a shipping profile that excludes Florida for all vape and e-liquid products not on the state registry. If you do carry registered products, tag them in a metafield — call it 'florida_registered' — and exclude only unregistered products from Florida delivery. Alternatively, disable the entire product category for Florida checkout. A note in a spreadsheet is not a control. If your team ships a single unregistered order into Florida, your processor sees a state law violation in your transaction history, and that becomes a reason to review your entire account.

Why an underwriter cares

Payment processors treat shipping into restricted states as a compliance red flag independent of the product category. A high-risk underwriter sees unregistered nicotine products shipped to Florida and interprets it as a pattern of disregard for state law. Even one shipment creates a data point in your transaction history. The acquirer does not enforce Florida's registry—that is your legal obligation—but they do price or exit accounts that consistently violate state law. Evidence that you have implemented a geo-block or per-product shipping rule is what an underwriter wants to see. It shows you know the rule and are not shipping by accident.
