Time matters here, but not for the reason you think. The decision is final unless you have new facts. A processor will not reconsider on the same evidence. But if you can submit a real carve-out — a specific merchant code, a subcategory exception, a proof of age or licence — the window to reapply stays open only as long as your business looks the same to their automated screening. The move is to find which processor will take you, and that is urgent because the longer you operate without a payment gateway, the harder it becomes to get one.

Why it happened — specifically for ammunition

Stripe, which underwrites Shopify Payments, lists ammunition as a restricted business. The primary trigger is hazmat shipping liability — ammunition cannot move through standard postal channels and requires carrier compliance. The secondary trigger is fraud loss: bulk ammunition orders are high-value targets, and a chargeback on a $5,000 order costs the processor far more than a chargeback on a $50 order. Rule out the easy fix first — then deal with the real one

Shopify does not document a route to process ammunition on its native payment system. What merchants typically try first is applying directly to Shopify Payments and hoping the restriction will lift on review — it will not. The honest alternative is that you must move to a specialist high-risk processor. Several payment providers and ISOs explicitly advertise ammunition and 2A-related commerce, and they already know the hazmat and state-ID compliance layer. Applying to one of those is permission to apply, not approval — they run their own underwriting on your order volume, your chargeback history and your shipping procedures.

It only helps if all of these are true:

  • You must use a processor that publicly advertises ammunition or firearms-adjacent categories.
  • Your shipping carrier must be equipped for hazmat and must accept ammunition under their terms.
  • You must be able to document geo-blocking or order-level verification for any state that restricts direct-to-consumer ammunition sales.
  • Your chargeback rate and fraud loss history will be reviewed in detail; a high rate will result in decline regardless of other factors.

🎯 Weapons or weapon-adjacent, with state-by-state legality

Shopify Payments does not have its own prohibited list — it delegates to the processor for your country (Stripe, PayPal or Adyen). So the operative document is that processor's restricted list. For anything weapon-adjacent, legality is state-by-state and country-by-country, and processors price that complexity heavily. Catalog-level geo-blocking is the compliance posture: you must prevent customers in certain jurisdictions from seeing or buying certain products. That is not a checkbox in your payment settings — it is a catalog rebuild. Before you approach a new processor, map which products are legal where you actually ship. That geography then shapes how you rebuild your store.

When average order value is high, a single fraud or chargeback event is material to your reserves and your underwriting profile. Shopify Payments does not publish its own prohibited list — it delegates to the processor (Stripe, PayPal or Adyen). That processor is pricing your risk, not just your category. If you are marked as prohibited, it is often because your dispute rate or fraud rate signalled risk, not because your product type is forbidden. Before approaching anyone new, pull your Stripe dashboard data: your dispute rate, chargeback rate, and average dispute amount. That evidence tells an underwriter whether the issue is category or performance. If it is performance, fix it. If it is category, you need a processor who accepts that category at that risk level.

Then cost the rebuild: extraction, filtering, relabelling, re-upload to a new store, and a second run to verify counts. That work is separate from payment processing, but it is not optional. Shopify's CSV export cannot carry variants, metafields, videos or discounts — you will need third-party tools to move the full catalog intact.

What you actually have to fix

Underwriters do not change their minds because you asked. They change them because the facts changed. For ammunition, these are the facts that move the decision:

Map which states you legally ship to and block the rest at checkout.

Ammunition sales are prohibited or heavily restricted in several US states, and some states ban direct-to-consumer sale entirely. You must identify those jurisdictions, document your legal position on each, and enforce it in code. An underwriter will ask to see your geo-blocking logic and your evidence that you cannot accidentally fulfill an order to a prohibited state. This is the single highest-yield fix because it removes the largest compliance risk — that you unknowingly become liable for illegal shipments.

Confirm your carrier accepts ammunition and document the agreement.

Standard parcel carriers will not ship ammunition; you must use a hazmat-rated carrier that explicitly accepts it. Contact your current carrier and get written confirmation of either acceptance or rejection. If they accept, request and file their hazmat compliance requirements. If they reject, you need a new carrier before you apply. An underwriter will not process your application without proof of a compliant arrangement, because if your carrier terminates mid-processing, your business stops.

Gather your chargeback and fraud loss data for the past 12–24 months.

High-value ammunition orders attract fraud and chargebacks. Pull your full history: dispute counts, amounts lost, reason codes and whether they were won or lost. If your chargeback rate is elevated, you may not be approvable until it improves. Be honest about this figure — underwriters will cross-check it against your processor history, and misrepresenting it is grounds for immediate decline and blacklisting.

Prepare your order verification procedure for high-ticket sales.

Ammunition is a target for resale and fraud. Document how you verify customer identity and intent for orders above a certain threshold — for example, orders over $2,000 or orders containing more than a certain number of units. The recovery playbook

  1. Find your processor and read its actual restricted listFirst: confirm whether you are in Shopify Payments or applying now. If you are in a Shopify store already, your processor is in your admin under Settings → Payment providers. If you are applying, your processor is determined by your country — see shopify.com/legal/processor-list. Once you have the name, find the processor's restricted-businesses document. For Stripe, this is at stripe.com/docs/connect/restricted-businesses. Do not rely on secondhand descriptions or forum posts. Read the actual list. Your business type may be listed with a carve-out you did not know existed.
  2. Check whether you meet a documented exceptionRestricted lists often include carve-outs. A category like "adult" may permit age-gating and ID verification. A category like "financial services" may permit licensed brokers but not unlicensed advisors. A category like "gambling" may permit lottery retailers but not online betting. Find the line that describes your business and read every word after it. If there is a condition you can meet — a specific merchant code, a government licence, a regulatory exemption — note it. This is the only path to reapplication on the same processor.
  3. Reapply with documentation of the exceptionIf you found an exception that applies to you, gather the documentation it requires: a licence, a registration, a certification, a merchant code, proof of age-gating, or whatever the list specifies. Submit a new application to the same processor with that documentation attached and a short note saying: "I believe I meet the exception at [the exact line]. My documentation is attached." Include the reference to the specific exception in the list itself. Do not argue that the rule is unfair. Do not submit a general appeal. The processor's automated screening will reject you again unless you are answering a specific carve-out.
  4. Get a verified copy of your store — before applying elsewhereIf the processor will not move, you will move to a different gateway. This is the moment to export a full backup of your store, before anything else changes. You need your catalog, your customers, your order history, your SEO metadata, your theme settings, your discount codes — everything. Shopify's CSV export cannot carry metafields, orders, gift card codes, videos, menus, discounts or redirects. That is the strongest reason to move to a new store built around a processor that will accept you: a fresh build with a proper migration handles the things CSV cannot. Get the backup now, while you have access and the store is still live.
  5. Move to a new store with a processor that accepts your businessOnce you know which processor rejected you, and whether you can appeal it, find a payment gateway that accepts your category. This means a different processor, which usually means a new Shopify store built around that gateway. A migration service can move your catalog, images, SEO data, theme, customers, orders and other data into the new store, then run the migration twice and compare counts to check nothing was lost. The move costs money and time, but it is the legitimate path from a misfit processor to a fit one. Does this need a new company?

A new legal entity will not reset your payment processing history. If you or anyone with significant ownership stake in your current business has a decline or chargeback history, that history follows you to a new company for five years under MATCH reporting. Moving to a new entity purely to avoid underwriting scrutiny is visible to acquirers and is treated as fraud. The sensible reason to form a new entity is genuine operational separation — different product line, different team, different market — but the underwriting will start from scratch only if you have no common ownership, officers or processing history.

Which payment gateway will actually approve ammunition sales?

The gateway itself is rarely the bottleneck — providers like Authorize.net and PaymentCloud have high-risk merchant accounts and integrate with Shopify. The real decision is the merchant account behind the gateway, and that depends on your volume, your chargeback history and your carrier and geo-blocking setup. Rather than apply cold to a dozen processors, use a broker or ISO that specialises in 2A commerce — they already know which acquirers are currently underwriting ammunition and at what reserve.

What reserve should I expect?

Ammunition is high-risk, so reserves are standard. Acquirers commonly hold 10–20% of your monthly volume, released over 90–180 days. Some may hold longer if your order value is very high or your chargeback history is concerning. This is not punitive; it is risk management. Plan your cash flow around it — do not assume the money will be available for 60 days after you receive it.

Will my product data survive a migration to a new processor?

Your products, descriptions and images will copy, but your compliance metadata will not. State restrictions, lot numbers, hazmat codes and other metafields live in Shopify's metafield system, and Shopify's CSV export cannot read them. If you migrate by hand, those data will be lost and you will have to re-enter them manually — which is error-prone on a large catalog. A service that migrates using the API can carry them over if you have properly structured them beforehand.

If I move to a new processor and my current Shopify Payments account is terminated, can I apply again later?

Not for at least five years. Shopify Payments terminates go into the MATCH system, and Stripe (the underwriter) will decline you again if you reapply under the same ownership. Your best path forward is to stay with a specialist processor once you move. Shopify's own payment system is not designed for ammunition, and fighting it repeatedly costs time you do not have.

Is there a Shopify Payments prohibited business list I can check?

No. Shopify Payments does not publish a list of prohibited business types. The payment processor for your country publishes one instead. Shopify's terms say the processor decides which categories are supported. If you were rejected, you need the processor's actual list, not Shopify's. You can find your processor at shopify.com/legal/processor-list, then search that processor's website for "restricted businesses".

Why did I get rejected if my business is legal?

Legal status and payment processor underwriting are different things. A processor may restrict a category for compliance, fraud, or chargebacks — not because it is illegal, but because the processor's risk profile does not cover it. Adult services, gambling, CBD, debt settlement and firearms are commonly restricted even where they are legal. The processor makes the call, and legality is not the only factor.

Can I reapply to the same processor?

Only if you have new facts. A processor will not reconsider on identical information. But if the restricted list includes a carve-out for your business — a specific merchant code, a licence requirement, an age-gating requirement — and you can document that you meet it, you can reapply with that evidence. Read the actual list line by line. Many merchants miss the exceptions because they are buried in small text.

What if I open a new store or company?

A new store on the same processor will be screened against the same criteria you just failed. A new company does not change your screening category. The processor is evaluating your business type and category, not your legal entity name. If Stripe rejected your business type as an individual, Stripe will reject it again when you apply as a limited company. The category itself is the issue, not your legal structure.

Can you turn Shopify Payments back on or move me to a different processor?
